Become the first responsible for its citizen safety

Every year in Quebec, October marks the Fire Prevention Week. Under the official theme “The first person responsible is you!”, this campaign recalls that safety is not only based on firefighters or municipal authorities, but each of us.

Chez PrépaCivile, we share the same conviction: prevention is everyone’s business. Being ready means protecting your family, your home and your neighbourhood.

Why This Week Is Important

Residential fires are still one of the The most frequent and destructive risks in Quebec. On average, 13 homes are damaged every day, causing injuries, material losses and sometimes human tragedies. The majority of these claims are related to human errors - kitchen distractions, a poorly maintained appliance, an improvised hookup.

Prevention begins before the fire. It continues during the first critical minutes. And it anchors after, in a family culture of preparation.

Recent events remind us: the 13 July 2025Montreal has suffered from Record torrential rains — more than 81 mm in a single day - which caused floods and major breakdowns. A few weeks earlier, the forest fires in Canada They were forcing thousands of families to evacuate in an emergency.

These situations demonstrate that preparation is not an abstract idea: it saves lives.

🔹 The prepared citizen: an actor in civil security

In the event of a fire, emergency services sometimes take several minutes to respond.
In the meantime, these are your actions and decisions Who counts.

This is where the Family SCIA simple adaptation of the Intervention Command System (ICS) used by firefighters and civil safety authorities.

🧭 Family IBS is based on 4 simple roles :

  1. Command – decides on priorities (evacuate, confine, call 911).

  2. Operations – acts on the ground (closes doors, cuts gas or electricity if safe).

  3. Logistics – gathers kits, documents, clothes, chargers, animals.

  4. Information / Liaison – communicates with the rescue and relatives, notes the events.

Even in a family of two, this structure helps to keep control and avoid panic.

🔹 Practical exercise: test your plan in 2 minutes

This simple test can save lives:

  • Imagine a fire in the kitchen.

  • Time how long it takes for the whole family to get out and reach the gathering point on the outside.

  • Make sure no one goes back to look for an unnecessary item.

  • Adjust your plan according to the outcome.

💡 PrépaCivile ADVICE: set a Monthly Reminder in your phone to review your plan and test your smoke detectors.

🔹 The importance of the neighbourhood: shared security

Your security does not stop at the door of your home. One Community Resilience Citizen Network (CRCN) Allows prevention to be extended to the neighborhood:

  • Create a local communication group (SMS, messaging, short-range radio).

  • Identify vulnerable people (elderly, children, reduced mobility).

  • Define two Gathering Points (Near and Secondary).

  • Share resources: fire extinguishers, generators, first aid kits.

During an emergency, these small networks make it possible to act before the arrival of relief and reduce human losses.

🔹 Inspiring example
