Give each action a responsible and follow-up, while maintaining mutual assistance, relays and confidentiality.

« Everyone takes care of it” is not enough

A task announced to the group can remain unanswered if each assumes that another person will do it. The preparation wins by specifying the action, the person who accepts it and when its result will be verified.

The notions of Ringelmann effect, loss of coordination and dissemination of responsibility shed light on different mechanisms. They do not constitute a law to calculate the effectiveness of a neighborhood based on the number of participants.

Describe an observable task

« Improving communications” is an intention. « Check numbers and forward the agreed list to members” is an action whose result can be controlled. Also specify the means and limits: agreement of people, access and time available.

A manager must be able to report that he can no longer do the task. Monitoring is used to adjust the organization, not to publicly expose the person who has a difficulty.

Provide a relay for essential functions

A clear responsibility should not create an exclusive dependence. If only one person knows the contacts or can use the equipment, his absence weakens the whole. A second person and a known storage can allow continuity.

Non-redundancy is not an absolute goal. Differentiate the responsibility of monitoring the ability to execute: several people can know, with a person responsible for confirming the result.

Organize a small network without magic threshold

The appropriate size depends on the needs, relationships and means of coordination. A number of three to five households may be practical in some cases, but does not guarantee efficiency and does not prove that a larger committee will fail.

Start with volunteers and realistic commitments. Only share the necessary information with the consent of the interested parties. A list of health needs or isolated people should not become public.

Simple follow-up

  • Action: exactly what needs to be done.
  • Responsible: Person who accepts the follow-up.
  • Relay: person or alternative if necessary.
  • Deadline: realistic moment of verification.
  • Result: done, to complete or blocked, with the next action.

Review the organization after an announced exercise. The network complements municipal and emergency services; it does not assume command or a risky response mission.
