The first hours of a power outage or disaster often bring more unknowns than certainties. A fixed timeline predicting looting, total paralysis or an unavoidable escape does not support sound decisions. Prepare essential functions and criteria for reassessing your situation instead.
Address the immediate danger
Look for immediate threats: smoke, smell of gas, rising water, injury, dangerous indoor temperature. Evacuation instructions and direct danger come before the comfort of staying at home. On the other hand, leaving without a destination or safe route can increase exposure. Rely on information from the municipality, emergency services and operators concerned.
Take stock of the situation
Record what is working: drinking water, telephone service, approved heating, building access, medication supplies and transport. Identify who may need help sooner. Agree on a check-in time and an out-of-area contact. A brief message takes less attention than repeated calls and helps avoid conflicting information within the household.
Use supplies carefully
Start with familiar foods and a suitable water supply. PrépaCivile’s planning benchmark is two litres for drinking plus two litres for meals and basic hygiene, per person per day. Adjust for individual needs and medical guidance; this benchmark does not cover every domestic use. Keep refrigerator doors closed and follow food-safety guidance instead of tasting questionable food.
Keep backup arrangements safe
Give preference to battery-powered lighting. No barbecue, generator or external combustion appliance shall be used to heat a room. Provide a place of reception and a transport options if the accommodation becomes unsuitable. People dependent on electrical medical equipment must have a plan drawn up with their healthcare team, without waiting for the end of a battery.
Reassess regularly
After a few hours, then the next day, check your reserves, weather and instructions. Divide the tasks and preserve the rest. A 72-hour preparation is a starting point, not a guarantee of recovery on the fourth day. At the end of the event, note the difficulties actually encountered: this will guide the improvements better than a spectacular prediction of the next crisis.
